About Bird Lake

Bird Lake (Baywood Chase Lake) is an artificial lake in Suffolk Park that forms part of the local stormwater system & flows to Tallow Creek.

The lake has been the subject of investigations into water quality, ecology & potential management options for many years.

BIRD LAKE HISTORY

1990 - Lake is constructed

Baywood Chase Lake is constructed as part of the surrounding urban development. It is designed primarily as a stormwater retention basin, receiving runoff from a catchment of approximately 44 hectares. The lake is about 3 hectares in area & includes a sedimentation basin & three small islands.

By this time, Byron Shire Council is periodically monitoring cyanobacteria at the lake. Records reviewed in the 2018 Management Plan show that many samples were above the relevant alert levels, highlighting that poor water quality was an established issue well before the current restoration discussion.

Byron Shire Council commissions Australian Wetlands Consulting to prepare a management plan for Baywood Chase Lake.

The study identifies a range of issues, including poor water quality, algal blooms, low dissolved oxygen, poor-quality stormwater inflows, insufficient aquatic vegetation & impacts associated with the large bird population.

The plan assesses a range of rehabilitation options, including solar aeration, rehabilitation of the sediment basin, native planting, vegetated swales, wetlands & changes to water flows.

The 2018 assessment finds that several options have potential to improve lake health.

Its multi-criteria assessment gives high scores to increasing flows using recycled water, rehabilitating the sediment basin, solar-powered aeration, native planting & vegetated swales.

The plan recommends further assessment of recycled water, restoration of the sediment basin, continued community involvement & specific consideration of bird management.

These were recommendations from a management study, not a program of works that was subsequently implemented.

A major Byron Shire Council Coastal Management Program study examines pollution sources & potential management options across the Tallow Creek catchment.

For Baywood Chase Lake, the study identifies blue-green algae, pathogens & bacteria, nutrients & low dissolved oxygen as key water-quality concerns. It carries forward several options from the earlier lake plan for further consideration, including solar aeration, sediment-basin rehabilitation, weed removal & native planting, vegetated swales & other stormwater-treatment measures.

Council continues work on the lake through its Coastal Management Program.

The Salients review considers the wider Tallow Creek system, including water quality, flooding, historical management & stakeholder input, recognising that Baywood Chase Lake forms part of the broader catchment rather than being an isolated waterbody.

Council undertakes community consultation to inform the draft Baywood Chase Lake Management Plan, receiving 146 responses.

The key concerns identified were odour; water quality & algal blooms, birds on the islands, lack of vegetation / bird habitat & general amenity.

September 2024 - Community science begins to grow

The Echo reports on efforts to clean up Baywood Chase Lake & the wider Tallow Creek catchment.

A community information session is planned, with a citizen-science project proposed to investigate water quality upstream of Tallow Creek. The project would train local participants to identify problems & use digital meters to assess water quality.

This marked an important shift towards community participation & evidence gathering, alongside Council's technical work.

Council reports that it has reviewed & shortlisted management options for Baywood Chase Lake & is proceeding with their analysis through the Stage 3 Coastal Management Program for the Tallow Creek catchment.

The intention is to assess the options in the broader estuary context, with further community engagement anticipated.

Suffolk Park Community Association undertakes its own community consultation, receiving 50 responses.

Every respondent expressed concern about the condition of the lake. 96% supported Council seeking funding to improve it, 88% supported upgrades delivering both stormwater & ecological benefits, 76% supported major upgrades rather than basic maintenance.

The consultation identifies Bird Lake as part of the wider Tallow Creek catchment & Southern Gateway Corridor, reinforcing the case for looking beyond the lake itself.

Council considers a motion seeking practical action on Baywood Chase Lake while the longer-term Coastal Management Program progresses.

The motion calls for investigation of early-win interventions, including consideration of a solar aeration pilot & discussion with the community & relevant environmental groups about a potential native planting day.

Council votes unanimously in favour.

This does not mean a restoration project has been funded or constructed. It means there is now a Council-supported pathway to investigate practical early interventions while longer-term planning continues.

The next stage is about turning the evidence into practical, properly assessed projects; including potential aeration, stormwater treatment, habitat / vegetation improvements, monitoring & longer-term restoration.

SPCA's role is to help keep the community informed, support evidence-based participation & build partnerships around the lake's future. This is intended to complement, rather than replace, Council's Coastal Management Program.
