Clifford Street DA Lodged – What Happens Next?

The DA has been lodged. Here’s what happens next & how you can have your say.

The Development Application for 9–15 Clifford Street, Suffolk Park (10.2026.476.1) has now been lodged with Byron Shire Council. The DA documents are available to view now, with the formal public exhibition period running from 29 September to 27 October 2026.

The proposal includes 10 apartments, including three affordable housing units, six detached dwellings & ground-floor retail, together with associated parking, landscaping & ecological works.

If you're new to the conversation, our previous update provides background on the history of the Clifford Street site, the previous development application & Land & Environment Court proceedings, the revised proposal & what we heard from the community earlier this year.

What happens now?

The DA & its supporting documents are now available for the community to review. This is the opportunity for residents to consider the proposal in its entirety & make a submission directly to Council.

You can support the proposal, object to it, or raise concerns about particular aspects of the development.

What did the earlier community consultation find?

The DA includes a Community Engagement Report prepared following consultation undertaken in April 2026.

That report includes the results of a survey conducted by the then Suffolk Park Progress Association. Of the 30 people who responded:

14 supported the proposal
6 could support it with changes
8 did not support it
2 were unsure

It is important to clarify that these were individual community responses & did not represent an endorsement of the development by the Association. SPCA has remained neutral on the proposal.

The consultation report also records concerns raised by residents around traffic & access, parking, bulk & scale, tree removal & ecology, affordable housing & stormwater, as well as broader issues including the Clifford Street/Broken Head Road intersection.

Have your say

SPCA's role is to facilitate community participation & ensure residents have access to information, not to tell the community what position it should take.

We encourage everyone with an interest in the proposal to read the DA documentation, consider the issues that matter to you & make your own submission to Council before the exhibition period closes on 27 October.

What happens next?

Over the coming weeks, SPCA will be reviewing the DA & its supporting documentation in detail, including the traffic, ecological, bushfire, stormwater, planning & architectural reports.

We'll provide plain-English summaries of the key information as we work through the documents, highlighting matters that may be relevant to Suffolk Park residents.

We'll also provide an opportunity for residents to share their views & concerns with SPCA before the formal exhibition period closes. This will help us understand what matters most to our community.

SPCA remains neutral on the proposed development. Our role is to provide information, facilitate community participation and ensure residents have an opportunity to have their voices heard.
